Published: April 20, 2025 | Data as of 2024

China has established 22 Pilot Free Trade Zones (FTZs) across seven batches of expansion between 2013 and 2023, forming the country's most important platform for institutional reform and opening-up. These zones serve as testing grounds for trade liberalization, investment facilitation, financial innovation, and streamlined government services.

In 2022, China's FTZs collectively accounted for 18.1% of national foreign investment and 17.8% of total imports and exports, despite covering less than 0.04% of the country's total land area. This guide provides a comprehensive overview of all 22 FTZs, organized by batch and covering their key areas, zones, and strategic industries.

The Shanghai FTZ was China's very first pilot free trade zone, established on September 29, 2013. It initially covered 28.78 km² across four bonded areas (Waigaoqiao, Waigaoqiao Logistics Park, Yangshan, and Pudong Airport), then expanded to 120.72 km² in December 2014 with the addition of Lujiazui Financial Zone, Jinqiao Development Zone, and Zhangjiang Hi-Tech Park.

In 2019, the Lingang New Area (119.5 km²) was added, focusing on investment freedom, trade freedom, capital freedom, transport freedom, and personnel employment freedom. Shanghai FTZ has pioneered numerous first-in-China reforms including negative list for foreign investment, free trade accounts, and cross-border RMB settlement.
